Energy Senior Policy Analyst - Energy, Infrastructure & Environment

NGA Solutions: Energy, Infrastructure, & Environment seeks an outstanding public policy professional to join our team as a senior energy policy analyst. This is a full-time position in Washington, D.C. The analyst will provide assistance to governors and their senior staff to develop innovative policies and practices that support their energy, infrastructure, and related economic development strategies. Specific areas of topical focus will include power sector modernization, state utility regulation, transportation electrification, clean energy deployment, distributed energy resource integration, and energy resilience. The position includes periodic travel to states and U.S. territories. 

Founded in 1908, the National Governors Association (NGA) is the nonpartisan organization of the nationís 55 governors. Through NGA, governors share best practices, address issues of national and state interest and share innovative solutions that improve state government and support the principles of federalism. The NGA Center develops innovative solutions to today's most pressing public policy challenges and directly serves governors and their key policy staff.  

NGA Solutions: Energy, Infrastructure, & Environment (EIE) provides information, research, policy analysis, technical assistance and resource development for governors and their staff in the energy, environment and transportation sectors. The division focuses on several issues, including developing a modern electricity grid, improving energy efficiency, enhancing the use of traditional and alternative fuels for electricity and transportation, expanding economic development opportunities in the energy sector, protecting and cleaning up the environment, exploring innovative financing mechanisms for energy and infrastructure and developing a transportation system that safely and efficiently moves people and goods. 


  • Provide best practice information and technical assistance to governorsí policy advisors and other state policymakers on a range of state energy policy topics, including power sector modernization, clean energy and distributed energy resource integration, transportation electrification, and others.
  • Establish and maintain relationships with key individuals and groups within and outside NGA to stay current on policy issues and complete projects;
  • Execute on multiple aspects of projects, including with states and external partners. Over time, the candidate will manage projects and fundraise. That includes writing proposals, developing project budgets, developing and managing relationships with funders, working with subcontracts and consultants and ensuring the timely production of deliverables;
  • Support the development of and participation in workshops, conferences and seminars, as well as make presentations and facilitate panel discussions, state strategy sessions and other meetings. Lead the development of meetings and facilitate panels;
  • Research and write reports, articles, issue briefs, case studies, guides and memoranda on policy issues and best practices of relevance to governors and their policy staff and other state policymakers; and
  • Manage and update NGA websites and electronic portals related to relevant issue areas and use web-based communication vehicles. 


In this position, NGA is seeking a policy professional with deep expertise in state energy policy, to include power sector modernization, state utility regulation, transportation electrification, clean energy deployment, distributed energy resource integration, and energy resilience. The preferred candidate will have solid experience and content knowledge related to state-level energy policies, programs, and regulation. A degree in public policy, energy or environmental law, environmental studies, economics, or relevant disciplines is required, and a masterís degree is strongly preferred. 


The ideal candidate will also possess:

  • An understanding of state-level policy-making, programs, and regulation and the roles of governors in advancing statesí energy strategies;
  • Ability to identify and track key issues of concern to governors and develop initiatives to address those concerns;
  • Strong research and analytical skills, including the ability to collect, analyze and use data to inform conclusions about policy and program effectiveness, synthesize complex issues into clear and concise language and develop key policy considerations and recommendations for state decision makers;
  • Proven ability to work on multiple projects, work with high-level state policymakers in a variety of settings, and respond effectively to their needs for information and technical assistance;
  • Strong communication skills, including writing, speaking, listening and advising state officials;
  • Interpersonal skills necessary to work effectively with a variety of colleagues, funders and state and federal officials, as well as enthusiasm for collaboration and learning from colleagues;
  • Demonstrated ability to assume responsibility and take independent action and to work in a fast-paced and high-profile policy environment;
  • Commitment to NGAís bipartisan mission and goals to constructively serve the needs of all governors;
  • Competency in the use of relevant software packages: Word, Excel, PowerPoint, SharePoint, etc. and knowledge of electronic communications; and
  • Ability and willingness to travel up to 10 percent.
