Staff Accountant-Accounts Payable & Payroll

Job Description  

National Governors Association is seeking a dynamic Accountant to join our Finance division in the Accounts Payable (AP) & Payroll department. The successful candidate will have a proven track record of success in the accounting field. The individual will come with sound judgment, strong organizational, problem-solving, and time management skills. The Staff Accountant - Accounts Payable (AP) & Payroll ensures compliance with generally accepted accounting principles (GAAP) and policies and procedures regarding vendor contracts and assists with the processing of the biweekly payroll.

Duties & Responsibilities 


  • Administer all bi-weekly payroll functions including reconciliation related general ledger accounts and quarterly tax Form 941
    • Prepare and execute Payroll in cooperation with Paylocity, our online payroll provider
    • Maintain timekeeping policies and procedures and be point of contact for all timesheet related questions
    • Prepare journal entries for payroll bank withdrawals, COBRA deposits and tax payments
    • Prepare the funding transmittal for 457(b) payments
    • Accurately maintain employee payroll records in Paylocity payroll software to ensure that all employees are correctly coded for their cost center distributions, rate of pay, withholding allowance, payroll deductions, net pay distributions (i.e. checking, savings, Loan payments…)
    • Prepare journal entries for all payroll costs  
    • Prepare journal entries for all payroll costs to include labor, PTO accrual, insurance expense and maintain the detailed schedules of accrued PTO balances.  

Accounts Payable Duties 

  • Oversee the entire AP process, including invoice management, approvals tracking, and resolution of vendor inquiries to ensure timely and accurate payment
  • Determine proper program distribution and general ledger classification according to grant award documents and various government policies. 
  • Facilitate the resolution of differences between check requests / purchase orders and vendors statements by working directly with the vendor. 
  • Maintain vendor invoice files for quick retrieval by staff and auditors and assist in providing information related to accounts payable, cash disbursements, and expenses for the annual audit 
  • Perform account research and ad-hoc accounting/reporting/administrative tasks
    •  Reconcile and post employee and non-staff expense reports
    •  Assist with the General Ledger during month, quarter, and year-end close
    •  Provide administrative support to Controller including ad-hoc projects 


  • 2-3 years’ experience in payroll and general accounting
  • Bachelor’s degree in accounting or finance
  • Strong computer skills, especially in Excel and accounting software packages
  • Must be very detailed orientated and be able to work collaboratively with co-workers
  • Committed to being service-oriented, dedicated to responsiveness, accuracy, and follow-through.
  • Able to maintain work priorities in an environment with multiple concurrent tasks/projects and maintain flexibility to assigned tasks

Preferred Qualifications

  •  Experience in a nonprofit, government funded, or social services environment
  •  Experienced with Paylocity payroll software
