Policy Analyst-Criminal Justice & Public Safety

Department: Homeland Security and Public Safety
Location: Washington, DC

The National Governors Association seeks an experienced professional to join the NGA Homeland Security & Public Safety team within NGA Solutions: The Center for Best Practices. This position will be part of the criminal justice & public safety team that focuses on issues pertaining to: sentencing, pretrial, reentry, corrections, juvenile justice, drugs, paroling, traffic safety, law enforcement response, traffic safety, and information sharing.

Founded in 1908, the National Governors Association is the voice of the nationís governors and one of the most respected public policy organizations in the country. The associationís members are the governors of the 55 states, territories and commonwealths. Members come to the association from across the political spectrum, but NGA itself is boldly nonpartisan. Because of that, governors can share best practices, speak with an informed voice on national policy and develop innovative solutions that improve citizensí lives through state government and support the principles of federalism. Through NGA, governors identify priority issues and deal with matters of public policy and governance at the state, national and global levels. Our research arm, NGA Solutions, helps in developing and implementing innovative solutions to public policy challenges.   

Duties & Responsibilities

  • Organize and conduct workshops, seminars, conferences, and presentations, and facilitate panel discussions, state strategy sessions, and other meetings for governors, senior state policy staff, and key stakeholders on state and national criminal justice policy issues.
  • Provide remote and in-state technical assistance for the National Criminal Justice Reform Project.
  • Provide "best practice" information and consultative support to governors and their senior advisors in response to requests for assistance.
  • Travel to states to assist policymaking process, up to 25% of time.
  • Write white papers, issue briefs, presentations, and memos on policy issues and best practices of relevance to governors and senior state policymakers.
  • Build and maintain relationships with high-level state policymakers and key stakeholders.


Advanced degree (JD, MPP, or PhD preferred) and at least one year of relevant experience is highly preferred. In addition, a demonstrated interest and knowledge of state criminal justice and public safety policy issues preferred, including pre-trial, reentry, evaluation, sentencing, corrections, and juvenile justice.

The ideal candidate will also have:

  • Ability to support multiple technical assistance projects
  • Knowledge of state and federal criminal justice policy areas as well as relevant legislation, programs, and financing for criminal justice and public safety programs
  • Superior analytical skills, the ability to synthesize complex issues into clear and concise messages, and experience translating research and best practices for policymakers
  • Excellent written and oral communication skills, as well as ability to listen to and communicate with funders and policymaking audiences
  • Interpersonal skills necessary to work effectively with a variety of colleagues, funders and state and federal officials, as well as enthusiasm for collaboration and learning from colleagues
  • Proven leadership skills and ability to take independent action while working in a fast-paced and high-profile policy environment
  • Competency in the use of relevant software packages: Word, Excel, LexisNexis, PowerPoint, SharePoint, etc. and knowledge of electronic communications.
